Judgement and Rules

Balanced Judgement(with a holistic view and deciding best) for a situation is the most important thing. That may not go with the rules.

Following rules is important for government/rulers. And they may not understand your judgement because not following rules is what will go in their mind and nothing else.
There might be in fact, more people in society with no sense of judgement. Hence ruler's view remain fixed.

Hence rules are necessary for people with no holistic judgement but unrealistic for good judgement people.

example: NYC Lincoln tunnel has high traffic on one lane but other is very light(both lanes inbound). There is solid divider line and it says before entering the line - do not change lanes. what do you do?

Another question about speed limits:
55 mph - is a safe limit
65-75mph - is a drivers ability to keep car in control. Again it's judgement. But it risks a chance to get a ticket.
